European Universities Under €15,000 A Year: ISEP, PSB Paris, Aura Paris And GBS Malta

Most "cheapest countries to study abroad" articles rank whole countries with no institutions attached and no current figures behind them. That approach was already thin. In 2026 it is actively misleading, because several of the destinations these lists lean on as automatically affordable, Australia, the UK, France, got noticeably more expensive this year, while a set of named, real institutions in Europe did not move at all. Naming the actual schools and their actual stated tuition is the only way to make this comparison honest.

Why 2026 Changed The Maths

Three separate cost increases landed across popular destinations this year, each one making a "just pick a cheap country" list look more dated by the month.

Australia raised its Student visa application charge from AU$2,000 to AU$2,500 on 1 July 2026, and the Temporary Graduate (subclass 485) visa fee rose from AU$4,600 to AU$5,750 on the same date, itself only months after that fee had already doubled from AU$2,300 in March 2026 (studyaustralia.gov.au).

France introduced tighter, differentiated non-EU tuition from the September 2026 intake under a decree effective 21 May 2026, with public universities now limited to exempting at most 30 percent of non-EU students from the higher rate (service-public.gouv.fr).

The UK raised its Student visa maintenance funds requirement to £1,529 a month for London and £1,171 outside London from 11 November 2025, with a further rise to £1,570 and £1,203 confirmed from 30 November 2026.

None of these changes make any of those three destinations unaffordable outright, but they do shrink the gap between "expensive" and "cheap" destinations that a lot of older content still assumes exists. That makes a genuinely low-tuition, named option worth more attention now than it would have been eighteen months ago.

Four Named Institutions Under €15,000 A Year

These figures are drawn from NovaGrad's own partner information and each institution's stated tuition. Confirm current fees and intake details directly with the university before applying, since figures can change between publication and your application date.

Institution Country Stated Tuition Focus
ISEP France From €7,900 a year, with bursary support of up to €3,000 a year noted by the institution Digital engineering, AI and cybersecurity
GBS, Global Banking School Malta Estimated €10,000 a year, initial deposit €7,500, scholarship available up to 35 percent Business and banking
PSB Paris School of Business France From €10,700 a year Business, finance, marketing and luxury
Aura International School of Management, Paris France From €11,400 a year, includes a 6-month internship structure Business and hospitality

All four sit meaningfully below the €15,000 threshold, and three of the four are in France, which reinforces the point made above: even with the new differentiated tuition rules, France remains one of Europe's most affordable serious study destinations once you look at named institutions rather than a national headline number.

What "Just Above The Threshold" Looks Like, For Contrast

Seeing a couple of options just over the €15,000 line makes the four above land harder. Schiller International University's Madrid campus sits at an estimated €16,500 to €20,000 a year, with a €2,000 initial deposit. Arden University in the UK sits at an estimated £17,500 a year. Both are genuine, reputable options, they simply illustrate the price step you take once you move outside this specific under-€15,000 group.

What About Germany's Reputation For Free Tuition?

Germany is worth addressing directly, because it is the most commonly cited "cheap" European destination and much of that reputation is accurate at the level of public universities generally. Most German public universities charge little to no tuition for a wide range of bachelor's and many master's programmes, funding themselves instead through a modest per-semester administrative contribution rather than a US or UK-style tuition bill. That is a real, structural feature of the German system, not a marketing claim.

What this piece will not do is attach a specific tuition figure to any individual German university on NovaGrad's supported list, including SRH University, EBS University and Constructor University, which are featured as low-tuition-region options in our own material. No verified, school-level figure exists for any of these three at the time of writing, and inventing one to fill a table row would be exactly the kind of unchecked number this piece is trying to avoid. If Germany interests you, treat the general public-university position above as directionally accurate, and get the specific number for your target institution and programme directly from that university.

Tuition Is One Line In A Bigger Budget

None of the figures above are your total cost of studying abroad. As NovaGrad's own planning guidance puts it: tuition is only one part of your study-abroad cost. You also need to think about deposits, visa costs, proof of funds, living expenses, travel, and emergency money. A €7,900 tuition fee at ISEP, for instance, still sits inside a French living-cost environment, a student visa process, and a deposit requirement, all of which add to your real annual total.

Build your own full number, tuition plus realistic living costs for your specific city and course, using the Financial Calculator rather than treating any single tuition figure, including the ones in this piece, as your final budget.

From A Budget Ceiling To A Real Shortlist

You now have four named, affordable, real institutions, a sense of what sits just above them, and an honest account of Germany's general position. The next question is which of these, or which similar options, your grades and goals actually fit. NovaMatch is built to check that directly against your own profile, right after you have seen what genuinely affordable options look like, rather than before, when a budget number alone tells you very little about where you would actually get in.

Where a named institution above has a live partner page on NovaGrad, you can explore it directly at novagrad.ai/university/; confirm current partnership and intake status on each page before applying, since supported institutions and their live status can change over time.
